Very shortly we will be choosing a painting contractor. It's important that we paint this year because of loose stucco and evidence of water intrusion in units.  We have discovered signs of spalding which occurs when water intrusion starts rusting the steel reinforcement rods which causes the surrounding cement to pull away.  If not repaired quickly, this can become a MAJOR expense.  An example is our neighbors, Sanibel Harbour Towers, who had to correct the walkways of their high towers because of lack of maintenance.  This oversight is costing the owners one and a half million dollars to repair.

 

The scope of work in our painting contract requires that the successful bidder must manually check every square foot of the buildings, making necessary repairs as they go along, as well as searching for signs of spalding and making those necessary repairs.  Following that, the buildings will be pressure washed with a mold-eradication detergent, then a special primer coat will be put on all exterior walls.  Finally, a rubberized paint which is designed to "move" with the building to prevent cracking and prohibit water intrusion.  This will eliminate the water intrusion to units that is happening in every building and has, in fact, found it's way in through cracked stucco. 

 

In addition, all the railings and doors in both front and back of the buildings will be painted.

 

Maintenance of the buildings is a top priority for our maintenance staff.....but we're only as good as each unit owner providing appropriate maintenance inside their unit.  For example, we have discovered that work has been performed by unqualified workmen that has generated water leaks, faulty wiring and fallen drywall.  The Documents require that, before any work is done, you must contact Management.  This is for YOUR benefit.  Please help us and yourselves by complying.

 

As I mentioned in a previous article regarding air conditioning, please contact  your air conditioning service person to check evaporator coils inside your unit for mold and blockage.

 

We have also experienced people removing fans in the bathrooms.  The reason, I assume, is that an unqualified contractor decided it wasn't needed since it didn't vent outside.  The fan is a requirement of the County Building Code.  It is designed for the purpose of CIRCULATING air in your bathroom, not removing it.  Failure to circulate air will result in mold growing on the inside or outside of bathroom walls and can transfer to other units.  Now...you have a liability!  Contact management for further information.

 

The new Building Code, which went into effect this year, requires that ANY major alteration to your unit requires that a licensed contractor be hired and appropriate permits be obtained from the County Building Department.  Punta Rassa documents stipulate that any alterations or improvements must be approved by the Association, therefore, you must contact Management for approval and necessary paperwork.  The documents and management are here to protect your investment.

 

We've had lots of calls and stop-ins regarding Rules, and once again I want to reiterate that Punta Rassa Rules were voted into existence by you, the homeowners.  In order to have a civilized gathering of 194 families, it's important that rules be followed and enforced.  It's true, they were not always in the past, but they are being enforced now and it's all for the benefit of this community and the maintaining of property values. 

  

Let me give you an example of some of the statements being made to me regarding enforcement of the rules:  

"I'm going to sell and move out of here"

"I've been doing this for years, you can't just change it"

"Why didn't you talk to me before you ticketed me?"

"I'm going to take it to the Board"

"I'm going to call my attorney".

 

The Condo Documents and Rules are the "Enforcer", please don't shoot the messenger.  Some of you are saying "I didn't know about that", yet we have, for months, been sending email blasts and posting notices regarding the enforcement of the rules.  And...a statement like that reflects that some owners simply have not read the Documents.  Some say, "Nobody's been parked there, so I took that spot", yet the Rules are very clear about where to park. Beliefs about personal entitlement and giving yourself an advantage do not line up with the Documents and Rules that were mutually agreed upon.  Florida Law requires that all Boards enforce the docs and rules.

 

If you consider that we all live within 8" of each other (on the other side of an 8" wall, ceiling and floor), whatever we do in our unit affects four neighbors. So it becomes clearer that we need to consider each other on a daily basis.

 

Please help the Board and Management run Punta Rassa well and in keeping with the agreed upon Rules for a good life here.

A Message From Your President

 

 

 

Well, if you can believe it, our season is drawing to a close. And a great one it has been.  Mr. Walker and his crew have worked very hard to make the property more beautiful than it has been in years.  The completion of the paving project has made a huge difference in the way owners and perspective owner's look at Punta Rassa.  Now that we have a completed parking plan, every owner at Punta Rassa has a place to park.  This has virtually eliminated all complaints about parking.

 

We have been in contact with the marina about their financial participation in the paving project.  They prefer to wait until the new board is elected before finalizing their contribution.  I will be staying in touch with them on this issue.

 

We need to commend our social committee for putting together some fantastic events this year.  Although I personally had scheduling conflicts for a number of the events, I know they were well attended and very much enjoyed.  When you see any of the committee members, make sure you compliment them on their efforts.

 

We will be opening the contractor bids for repainting our buildings on March 25th at 9:00 a.m. at the office.


This will be an important and necessary project for us this year and I will discuss more of the details in our next newsletter.  All of the painting contractors are also window contractors so we will distribute the name of our chosen bidder to everyone who is thinking about replacing their windows.

 

I must say that our current board has been extraordinary.  We all work well together and that relationship has helped us deal with some sensitive issues with no conflict.  I might add that all board members have completed the state mandated condominum certification course.  All board members in the state of Florida, must complete this course in order to serve on a condo board.

At our last meeting held February 21st, Doug Roedding, the accountant from Spires and Associates who handles all our bill-paying, accounting and payroll, stated that the fiscal year 2010 closed with a surplus, and that the financial condition of all four associations was solid.

 

Doug's reports have been positive in spite of the extensive amount of work that has been conducted to maintain the quality of our physical facilities.  This work has been conducted with money from surpluses and thus far with no requirement of any assessments.  Jim Walker has done an outstanding job in managing the work as well as oversight of the finances.

 

Doug's participation, which allows members of the Board and owners within the association to ask questions, is another attempt on the Board's part to assure transparency.

 

Very shortly we will be considering bids for the waterproofing and painting of all the buildings.  It is uncertain at this time how we will finance this project, whether by special assessment and/ or borrowing of money that will be paid back over a number of years.  The Board will make a decision based on what is most practical and feasible for homeowners.

 

Shortly, the outside CPA firm of Stroemer & Company will complete the statutory requirement of the official audit for the Association which will be reported to the membership.

 

As to our investment policy, the surpluses are invested in money markets that give us a slightly better edge of return.  Our financial future looks bright and management stays on top of expenditures.

REDUCE ASSESSMENT COSTS BY 10%.  HERE'S HOW IT CAN BE DONE...

 

  • Energy Star clothes washers may use 35-50 percent less water and energy per load, with similar savings for dishwashers.
  • A high efficiency toilet using 1.28 gallons per flush may save up to 4000 gallons of water per year.
  • Low-flow showerheads can save 500-800 gallons per month, and adding aerators to faucets to reduce flow to 2.5 gallons per minute or less can save the average household over 2000 gallons per year.

 Conserving is key and the next step may be breaking habits of letting the water run while brushing teeth, shaving or washing dishes by hand. 

 

If water is run to warm up or cool down, it can be captured for watering plants or other uses.

 

Limiting showers to five minutes can save 1000 gallons of water per month.

 

A leaking toilet can use as much as 90,000 gallons in a month, while a dripping faucet may lose 180 gallons in the same period.  With water and sewer bills growing higher and higher, make the water earn its keep before it goes down the drain.

 

Leak detection comes into play in determining what is going on in the ground, slab and walls.

WE HAVE A POTENTIALLY SERIOUS SITUATION HERE AT PUNTA RASSA.....

 

Over 25% of our units are being rented.  The problem with that percentage is that the vast majority are being rented on a weekly basis, which is permissible under our Documents as long as the unit is not rented again within the next 30 days.  This means a unit cannot be rented more than 12 times per year.

 

The purpose of the one-week rental rule is so that Punta Rassa is not turned into a time-share association.  Here are the problems:

 

  1. Because of that percentage, we are not qualified for HUD financing.
  2. When I answer a mortgage company's 32-question survey, one of the questions is "how many units are rented?"  This will, in some cases, disqualify a potential Punta Rassa buyer from obtaining a mortgage.
  3. People who rent, in most cases, don't take pride in the property or care for the amenities.  Example:  unsupervised kids running around the pool causing a potential liability; kids swinging on the gates causing damage; people with dogs which defecate in the elevators or lobbies and who do not clean up after them; trash being left on the grounds and improper use of the recycling containers.  This list goes on and on.
  4. The Documents clearly state that no dog will be allowed when the unit is leased  for less than six months.  NO short term or weekly rentals allow for the presence of pets.  This provision will be rigidly enforced by one of the following:
    1. fines to the owner
    2. no parking permits issued
    3. possibility of having our Association attorney proceed with eviction

 

Don't misconstrue this as a "new" enforcement of rules.  These rules have been in effect for years and are now being more stringently enforced because of the numbers of renters and the problems we are experiencing.

 

The Documents also require that a 10-day "intent to rent notice" be given to management which can be done by email. Owners must advise all renters that an updated Temporary Parking Permit must be personally applied for at the office.  Please do not just pass an old one along to new renters. 

 

In addition to the long-term lease currently available for you to print from our web site, www.puntarassa.org,  a short-term sample lease will be posted shortly for your use.  It is a requirement that you provide a copy of any lease to management.

IMPORTANT NOTE

We've had a number of people who no longer receive Punta Rassa emails.  It was a mystery to us because they did not "opt out" knowingly.

 

By law, we cannot put them back into the mass email program once an "opt out" takes place, so we called Constant Contact to find out what we should do to help them.  

 

What we learned was that, if you "Forward" these emails to friends or family, and they decide to get rid of them, it will automatically remove your participation in receiving the emails from us. So...please don't do that.

 

Secondly, we are currently working with Bruce Galles (our resident Web expert) on a method whereby you can put yourself back into the system via our website.  We'll let you know when that's ready!

It's a volunteer network that measures local rainfall. We at Punta Rassa are now a part of that network!

 

A low-cost "official" precipitation gauge (rain gauge) has been strategically located on our Punta Rassa property.

 

It will be continually monitored with the collected data being reported to CoCoRaHS.  Here's to better understanding of our

weather conditions.  The

first report is as follows:

 

"March 11 -  .33 inches of rain were in our rain gauge for the past 24 hours."
